They should make a power supply with the heatsink hanging outside of the power supply itself.
They do exist. I think I have one in my garage.
Trivia: [BFG Tech] was working on one, but going out of business put a damper on things.
I went in the BIOS and enabled the Q-Fan Control for CPU and set the fan profile to "Silent". It was running at 2750 rpm. But after the BIOS change it's silent.
Aaaaand you found the #1 reason why everyone in enthusiast forums think the stock coolers are noisy. Yes, some can be, but most of the recent Intel units can be quite quiet with a fan profile enabled. Doesn't even have to be the "silent" profile either, but just has to be something that doesn't run it at 100% all the time.
