What's the quickest way to re-encode mp3s at different bit rate nder windows?

I just want to take some mp3s and re-encode them (usually at a lower rate to fit more on my portable devices).

I'd hope you're re-encoding them to a lower bit rate, it'd be pretty stupid to encode them at a higher bitrate.

Yes I read that, what I meant was that it should go without saying that you're encoding them at a lower bitrate. :)

He said "usually," which implies that sometimes he re-encodes them at a higher bitrate.
