I stumble upon this weird CPU cooler.

To my knowledge, the whole point of using liquid cooler is to have a larger cooling surface area and dump heat outside by transfering heat using liquid.
But this cooler just sit on top of the CPU.
Wouldnt heat pipes do a better job of transfering heat in this case?
