Alright, here's my brain dump on everything I can remember about it:

A fountain of youth type drug makes it so only certain people can have kids together. You get an implant that changes color and only people with the same color can have kids, or else the kids end up turning into a mutant.

The movie is about a constant battle between the regular people and the mutated people. The head of the regular people army is actually half mutant because his mom was raped by one of the mutant people. His color is black.

The guy's kid spends a lot of time in VR because his dad's gone. At one point he loads a program of him on a floating raft on a lake with a hot chick next to him. When he asks the gal to take off her top, she says that someone has placed a limit on how far the program can go.

If anyone can help me find the title to this movie, I would be SO greatful!

Seriously, I was so sleepy before, but now that I can't think of this name I'm wide awake. This sucks! I guess I gotta do a few shots now...

What I was wondering is if it was a movie from the 70's, 80's, or newer. Parts of it sound familiar, but movies rob so much from classic sci-fi it isn't funny.

Yeah, this is true. I'd venture a guess to say it prolly came out in the 80s, but I didn't see it until the 90s...

Dammit Dole, shut up. I will find out the name of this movie if it's the last thing I do here on this Earth!

Oh, and they had a special name for the mutant people. I can't remember what it was though! It's on the tip of my tongue too!
 
Oh yeah, I think this movie takes place in the desert. The normal people built an enclosed society and the mutants were left to fend for themselves in the desert.

you know it is funny... i was pretty young when this movie came out on television. I dont even know if it was on at the theatre. For some reason the only part I remember was the hot chick. I think the kid was really depressed and was under a bridge with the chick next to him. She asked him if taking her top off would make him feel better. As she tries the character just glitches out and then she says something about a ban. At that point the kid says something like thanks anyway and I believe his mom calls him back to reality.

hmmm I remember bout each people have to wear crystals, and each is different color

so people with a yellow crystal can only marry another with a yellow crystal, otherwise the child will be a mutant

damn I totally forgot what the title is
