While that truly does meet the definition asked by the OP, WindowsME gets the win because it provides exactly the same functionality, while filling a whole CD and paying for tens of thousands of programmer man hours.
 
Softram 95... well not unless you really like to look at meaningless speedometer-like gauges that tell you that you have more resources/memory available.
 
all the crap like weatherbug.viewpoint etc i agree with, then throw in the crap like realplayer and itunes and you just have a little party
