I'll add any that need to go on the list, so consider this incomplete for the moment.

[edit] For me it's a toss up between Customer Service or Sales. Neither can follow even the simplest instructions and both like to push their weight around until projects reach stalemate.

Well, ethically it's sales or upper management. As a consumer you can add customer service to that list. As a worker it's either upper management or HR.

Where's the accounting button? For me it's a toss up between Accounting or Marketing. Neither can follow even the simplest instructions and both like to push their weight around until projects reach stalemate.

IT of course. Equipment breaks, anything electrical, and somehow as the IT worker I am, I somehow can fix it. Toasters, coffee makers, the ice maker in the freezer, copiers, faxes. If I cannot fix anything in a timely manner, those jerks up in upper management get pissy.

From the employee standpoint: IT
From the IT dept standpoint: EVERYONE!

If you have done any sort of hiring whatsoever, you will know the correct answer to this question... HR, hands down. Their lunch hours last longer than their working hours.

In our organization, it's our IT department. They're slow, rarely complete work-orders, and most of the time, are inept. I will sometimes go fix employee's computer problems that they've been waiting IT to do for the last two weeks.

I'm gonna have to go with Legal. Asking them to do the simplest thing takes like 3 months. Then they push back and say "you need to communicate these changes on the contract"

WTF! Why don't you just e-mail them yourselves. I'm not a lawyer, that's what you are for. Just do your dang job and quit dragging your feet.

I guess I'm fortunate in that I work for a company with a decent legal, IT and HR staff. Accounting is of course the best department! :p

I'm going to go with Planning/Purchasing (I work for a manufacturing company). Those guys are the reason everything is on backorder and we never seem to have the stuff we need when we need it.

Facilities would be a close second...They're all fvck ups but at least when they fvck up it doesn't affect the company's bottom line too much.

Customer Service. Keeping both (often clueless) customers and management happy are almost mutually exclusive.

There are two kinds of accountants. those who spend all their time telling you why you can't do what you want to do and, those who tell you how to do what you want to do. I've never met any of the second sort but, I believe they exist. 'Course, I also believe in Santa Claus. :)

At my company HR is actually pretty good. They're pretty quick to get back to you.

Accounting is the worst. They don't take responsibility for their screw ups and won't even contact customers when they are the ones that mess up. The expect everyone else to do all the work, so they can punch a few numbers in (and they even screw that up half the time). I've never worked at a place where *I* am correcting the figures accounting comes up....on a regular basis no less.

I voted HR, because in the past that was the weakness in my company. They've made great strides over the past 2-3 years though, and our benefits coordinator kicks ass!

HR by far. They never actually do anything, just hand you a form to fill out or a number to call. A filing cabinet would be cheaper and more useful than an HR department. Oh... and the whole pre-filter resumes thing, wow.
