whats the lowdown on Turbo PLL for overclocking?

I have heard these are chips that are soldered on to the motherboard to take the place of the clock generator. They supposedly allow for very high bus speeds (even on Athlon motherboards) which is great for overclocking. Where can I get more info on this (in English, preferably). Thanks
