that's definately your problem. for reference I got mine to 270 FSB at 5:4 with GAT disabled and 1.65 vcore.

I use 1.725 vcore (1.68 actual/idle and 1.65 actual/full-load) on my Abit IC7 (it undervolts significantly). I am also using a Thermalright SLK900U with a 92mm Panaflo H1A fan setup. I would not recommend anything higher than 1.675 on Intel stock HSF combos for any long duration of use.
What power supply are you using? And you tested your memory/cpu with Memtest86 right?

Before doing so, I would also try to relax the memory timings to 2.5-7-3-3 first, and juice up your VAGP/VDimm to 1.65 and 2.8 first. Also disable things such as usb, serial, parallel ports if you don't use them.

Anything overclocked beyond specs is a risk to your electronic equipment. As far as I know, anything under 1.7vcore full load should be a safe range for the latest P4 chips with more than adequate cooling. The IC7 undervolts the vcore as you know, so my full load vcore is about 1.65 (bios set to 1.725). I've been running this for over a month now, so far no problems, but this doesn't testify to the long-term use at these settings.
