Windows Media Player 10 has the ability to slow down (or speed up) MP3 files. Below the visualization there are two blue arrows on the left side. Just click one of them until you get to the "play speed settings" tab. There will be a slider there that will allow you to adjust the speed it plays at.
I'm not sure about WinAMP, but I'm sure there are plugins out there.
I run Win2K so no WMP10 for me. I looked around a bit on Winamp's site, nothing jumped out at me. They don't give descriptions of each plugin on the search page though.
I like the PaceMaker plugin for Winamp... It might be hard to find, because it's an old plugin, but it's pretty cool. Let's you control speed and frequency independantly!
