With the technical details out of the way, one needs to consider the mounting location for the speaker. There are two main ways to do that: top-mount and bottom-mount. With top-mount speakers, you should find out the top-mount depth. This is the speaker's mounting depth when it's installed as a top-mounted driver. Your vehicle will need this much clearance in order for the speaker to fit properly. I might add, this is an important dimension to consider if you're installing your new speakers in a non-factory speaker location.
With the bottom-mount speaker, the speaker's bottom-mount depth is the clearance that your vehicle will need in order for the speaker to fit properly.

Im looking at a speaker that lists both specs, which one is pertinent?

depends on if you top mount it or bottom mount it.

both are pertinent.

-edit- best to leave the mounting depths to the pros, especially if it is close. Call your local installer. No worries however if you have over an inch of clearance.

What is the difference though? I.E. What is a top mount and what is a bottom?

Top mount = the speaker mounts with the speaker flange above the mounting surface. Bottom mount = the exact opposite.

Ahhhh, ok... So for bottom mount the speaker actually goes in from behind?

Yep. Or in the case of dash/rear deck installs, from underneath.
