What's The Difference Between The Import Version Of The Dreamcast and the STATEs Version?

Don't know about the dreamcast specifically, but my understanding is that US consoles tend to be inferior. Less memory or unable to read non US games or using cheaper parts, ect.

I am assuming you are referring to the Japanese version as the Import
model.

They are identical. The only difference AFAIK is the sega equivalent
of "region encoding" that would normally keep you from playing the
Japanese versions of some games on the US console. You can buy
a gameshark and get around that easily enough, the only problem then
is you need to be able to speak and read Japanese to understand most
of what is happening in the games.

There are some (mostly cosmetic) differences in the games themselves
because they are being targeted to different markets, but the overall
gameplay is the same.

US modem is faster.
I don't know about now, but before, there were 2 JPN models, one w/o modem, one with 33.2k modem.

Oh, and on the JPN DC is "designed for windows ce" while the US is "compatible with windows ce" ... or is it the other way around.

i have the japanese one without the modem cuz i figured i wont need it since broadband adapter is comin. i got it last summer.. its pretty good as i was able to enjoy jet set radio, soul calibur etc before they come to the states, only downside is that utopia discs wont work on them. but then again i had a modchip in it for US games..

Yeah I got my DC today from my cousin, doesn't have a modem... and it's the JAPAN version.. It's a pain using the v1.1 Utopia disc, can you tell me more on the mod chip? Will it make the DC run like it was the US model??

a dreamcast with no modem is an "asian" model, i.e. intended for distribution in other asian territories like china, hong kong, etc. and like beat mania said, the japanese modem is 33.6 kbps while the US version is 56.

i feel i can answer this definitively as i have both. the u.s verz is unequivocally better, it doesn't run as hot, plus the controller triggers on my asian dc have broken--as have all my friends' with same. a friend who runs a game store says that the plastic inside the l/r on those verz is much flimsier. hopefullly they've fixed both of these problems--actually because japan runs on a lower current, that may explain why eastern machines run so hot...
asian dc have no modem, but you can buy them from online retailers...i'd wait for the broadband
