I just bought some "cheap" silverware from Target and was wondering what the difference was between the two?

Yup the composition of the stainless steel; usually the higher chromium/nickel content in the steel, the more resistant to corrosion it is.

Thus, cheap silverware may rust/corrode after being tossed in the dishwasher a bunch of times.

I have cheap silverware from walmart that I got 3 for $1 and they are all starting to rust. They are less than 3 years old.
