What's the difference between a user and poweruser in windows?

I really don't lockdown workstations often so I was wondering. is the only difference between a power user and a plain user in 2k/xp that a user can't install programs but a power user can?

any other reccomendations for locking down workstations? is there any software that makes it easier?
what about automating updates when a user doesn't have administrator rights?
(like updating anti-virus defs)

One subscribes to PC magainze and is pretty smug about it.

The other just wants to get their work done.

Regular users in XP don't have permission to alter files that aren't their own and (AFAIK) can't change control panel settings.
