what's the difference between 4.0 effective megapixels and 4.0 megapixels?

4.0 megapixels refers to the number of photosites on the sensor. 4.0 effective megapixels refers to the size of the image that gets outputted. You see, all (except one) current digicams use mosaic sensors. Each photosite on the sensor is sensitive to a narrow range of colors. Some record light from the red range of the spectrum, some from the blue range, and some from the green range. The camera runs the data through an algorithm to put the pixels together into an image that makes sense to us. The image you see does not come straight off the sensor.
Exactly. You need to pay attention to what you're actually getting. If the camera uses an algorithm to output a file with more pixels than the sensor collects information for you are not getting any additional resolution, just empty data. You also need to pay attention to another figure called "Read Pixels". Some cameras have sensors with a portion of the pixels painted over with a black dye so that the camera can get a baseline reading for black. These pixels are often counted towards the advertised MP rating. It's marketing like anything else. Here's a short writeup about it.

hmm... doesn't seem too bad for the price (if $313 street is to be believed).
Memory stick format is a con, however, and it appears that all you get for zoom is digital.. which is bad..
spend a few more bucks and get a camera that takes compactflash or smartmedia, and has an optical zoom.

Zoom tele (T) 117 mm (3 x)
its got a 3x optical zoom... the reason i'm going for this, even though compact flash is hella cheaper than memory stick is that the equivalent cameras that accept compact flash dont seem to have that good a price (3mp+, 3x optical)
