Why do we need 25 posts to send a PM?

Most likely to deter spammers from signing up, sending spam PM's then disappear forever.

I guess I can see that, but a spammer will have the time to post 25 times, so it still seems a bit odd.

The system prevents quick posts. A spammer will not want to spend 10-15 minutes generating posts

It's a great deterrence for spammers. Catching spam threads is a lot easier than catching spam private messages as well, mind you.
