what's the best system i can build for around $1500?

i'm helping my friend build a computer, and his budget is about $1500. i haven't built a computer for a couple months so i'm not really too sure on what's the best technology. he's going to be using it to play games, surf the net, and burn cds. i was wondering if it would be better to go the amd or intel route, especially after hearing a lot about the 1.6a overclocking very high.
