Well the best sniper is not what's most powerful, but what's most accurate and still allows portability.
The M82 50 Cal is too heavy to be a standard sniper rifle, that's why its classified as anti material instead of general field use.
The best for police/civilian use where you're at closer ranges and durability isn't a problem, a Walther WA 2000 updated, using a handloaded, match grade 7.62 NATO round will achieve fractions of 1 MOA at 500 yards while being small enough and light enough due to the bullpup design for quick movement and setup. Power is not needed when dealing with unarmored or at most Level IIIA targets when a shot to the head at 150 yards is lethal to just about any terrorist..
The best military use one where it would have to weather the elements and be more durable/reliable would be a Accuracy International Artic Warfare Magnum chambered in .338 Lapua Magnum which provides flatter trajectories, lower wind drift and superior penetration over longer distances compared to the standard 7.62 NATO or .300 Winchester Magnum. Best of all, .338 is not all to rare and it's a battle tested and proven rifle in service with many European nations.
