you could just import scans into photoshop and save as whatever format you desire

I use Microtek's ScanSuite and it sucks. It's the one that came with my scanner and I never bothered to search for a new software. Try to avoid it

Personally, I'd stay away from Umax if you can. While their scanners produce reasonable images, their driver support is down right laughable.

This is not easy to answer.
I use a combination of different programs, each will allow me to do different things.

Photoshop 6.0 = to scan pictures and to edit them change them around etc. The quality of picture comes out better than useing
another program.

Vista Scan - to scan simple items when in a hurry.

OmniPage Pro = now this is nice, allows you to scan into the computer, convert into any word document, retains the orginal look
of the scan image or doucement, allows for joining pages to be attached into one docuement, reconizes type and allows for proof read.
This option is great, I have scanned the news paper and have had this program read the paper to me. This will also reconize hand writing

If you're mostly scanning pictures, then I vote for Paint Shop Pro. I still use PSP 5.01 at work for scanning aerial photos. You really don't need anything else if you're just trying to preserve the original image. If you're way heavy into editing, I still think PSP will get you most of the way there most of the time.

BTW, the command for scanning goes like this:
File --> Import --> TWAIN --> Select Source [choose your scanner]
File --> Import --> TWAIN --> Acquire [opens your scanner routine]
