Whats the best program to make WinXP NTFS partitions?

If you have Windows XP installed just use that....
First open Control Panel
Second open Administrative Tools
Third open Computer Management
Fourth on the left column click on Disk Management .... it will bring up a list of all your drives including the new drive you installed
Fifth Right Click on the New Drive
Sixth Click on Format Drive
Set your option to NTFS and let it go.........
Seems lengthy but it is really simple.

 
I assume your talking about dynamic disk?

Dynamic disk is fine as long as you'll only be using Windows2000 or WindowsXP.
 
Easiest way is to go to start>run, then type in "cmd".
You will get a DOS prompt.. in that type in "convert X: /FS:NTFS", where "X" is the drive letter.

EDIT: D'oh, sorry, I misread the post... I thought you were trying to convert FAT32 to ntfs...
