I think that getting good memory involves searching for a good company and getting lucky. IMHO Infineon chips are the highest quality chips out there in the market. Any memory that uses those chips is an excellent choice. I got some CompUSA (PNY) memory and I'm able to o'clock them close to 150MHz @CAS 2. Not bad for cheap (free after rebate) generic memory.
Siemens/Infineon uses a 0.17 micron process for their DRAM chip fab. That makes it the most compact chip of the industry, which has less stray capacitance and less heat. Infineon SDRAM components.
