what's the best os for htpc?

Personally, I think Vista HP or Ultimate if you're going to be using tuners...VMC may have its quirks and outright problems, but I think it's the best overall HTPC/DVR software you can get right now.
If you're just going to be playing back downloaded/streaming content, I'd go with Ubuntu with Boxee.
 
why not take advantage of win 7.
its free, expires in 2010, and makes a nice mce pc.
i have the release 7057 64bit on my mce pc.
win7 install found my two tuners and installed all the drivers.
no other driver install was needed.
i have the ati 3200 onboard 1080p hdmi video. (asrock mb)
I DID have to get the ati catalyst/driver from the ati web.
ati has drivers for win-7.
Picture is absolutely stunning!!!
And the crazy win7 themes in 1080p look great. Fun.
along with a lg blu-ray drive and the oem powerdvd
that comes with it, you're all set.
mce in win-7 is much improved over the first win-7 release.
I have yet to discover all the improvments and new features of
the latest rc 7057 win-7 mce.

Most reliable mce I ever built/used.

Yeah, Vista 7 uses special video drivers. I got a new motherboard with Intel HDMI support built in. It only uses Intel Beta Video drivers. No ability to control Overscan on the motherboard and no ability to control Overscan on the TV, making HDMI in Windows 7 pretty worthless to me.
