What's the best low interest credit card out there?

I need a credit card. what do you guys suggest? I want the lowest interest possible (without all that hidden bs where they raise your interet rate whenever they feel like it), and possible cashback bonuses.

if you always want the best low interest card, just sign up for 1 new credit card ever year that offers 0% APR. just pay it all off before the one year ends, and start over with another 0% APR card.
