what's the best HSF for overclocking under $20?

building an athlon 1700 system and will definately overclock the hell out of it, so i'm looking for a nice HSF to take it to the max. What would be a good one for around $20? Something quiet would be a plus, but not a must.

SK-7, with the listed coupon code, and get this fan. That heatsink is supposed to be pretty good; I've never actually used either though - I Alpha 8045's in my systems. Haven't had any need to buy the new complete copper heatsinks.
It might be a bit tough to get a really really good heatsink for around $20 though.

If you read those reviews, people are running their CPUs at 40-47 degrees when idle! Isn't that a bit too hot? I can even get low 40s with my stock fan and HS while the room temp is almost 30 in summers.

The stock fan with the speeze is slow and quiet. you could easily mod it with a duct, higher speed or larger fan w/ adapter if the stock unit doesn't do it for you, and still come out ahead on price.
. My duron at 1.32 GHz true stays right near room temp at all times (HS isn't even warm to the touch). I can't imagine the Speeze not being able to keep any athlon in the 30-40 deg C bracket with just a little tweaking.
