not really, micro ATX fits in the micro ATX form factor, small form factor involves a specially designed board that fits into a specially designed case in order to have a very small footprint and hight. while at the same time being nearly silent. Like the new sff shuttle boxes or the old "book" pc's.(you know the ones about the size of an unabridged dictionary.)

Here's a listing of basic "whitepapers" that deal with form factor specifications for ATX down to FlexATX, although miniITX isn't included, for whatever reason. http://www.formfactors.org/formfactors/form_factors.htm
Anyway, miniITX is a 170mm x 170mm format, with 1 PCI slot only, and everything else onboard. The VIA EPIA boards are miniITX, the newest of which (still in prototype) will be a multimedia-geared board which will eliminate firewire in favor of a pair of optical TOS-link connectors and will have onboard 7.1 dolby...
