OpenGL is/was a competing Graphics API to DirectX, in which is popularity peaked in the early part of last decade. It has not been utilized much since. An occassional game will use it, but since the driving force of new games is all DirectX based, there is not a lot og incentive for anyone besides independant and garage developers to use it.

There are very few games nowadays using OpenGL. id is the only company AFAIK that still uses it. Rage's engine is based on OpenGL.

Anyway, it's not something you need to worry about when choosing a video card. All video cards from ATI and Nvidia support OpenGL.
