What's Memclock Index Value?

Hi

I want to maually configure the memory of my SN25P system. There's an option called Memclock Index Value. When I use 200Mhz and 166Mhz the system starts but Windows does not boot up. When I use 133Mhz it works fine. But what's the meaning of this option at all? I've a pair of Dual-Channel OCZ DDR400 memory modules installed and my cpu is Athlon 3200+.
