What's going on with my new rims+tires?

Could be out of balance or bent.

You put staggered tires on a Camry???

the ad says they are 16x7.5 all around, so unless the craigslist poster screwed up, he's running a square setup.

balance, bending, make sure that the wheels have a good, clean fit and the bolts are sufficiently torqued.

I got them for my 2003 camry. My car starts vibrating at around 60mph, and there's this whistle that comes from it at around 45mph.

I'm guessing it probably just needs to be balanced. But the place is actually a shop and they mounted some better tires on there(205 bridgestones on the front, 225 michelins on the back).
 
Do you feel the vibration through the steering wheel? If so, you can assume, the front wheels are the problem. Check your tire pressures to make sure they are the correct. As has been mentioned, remove your wheels and made sure the hub is clean and that the wheels are setting properly when you put them back on. Torque the nuts in a star pattern to the correct specs. If that doesn't work take the car to a shop to have the wheels balanced and check if the tires are out of round.

Having staggered tires front to back will not cause the car to vibrate even if the rims are the same size and the tires are different. Different tires side to side would potentially cause problems.
 
I actually got them to replace my bent rims, so I checked them really closely to make sure they weren't bent.

Plus my bent rims didn't even vibrate anywhere near this bad, and all 4 of them got bent.

I do feel the vibrations through the steering wheel, quite prominently.
This is really odd. They look like they specialize in tires/wheels so I'm surprised they can't do something as basic as installing some rims right.
 
I am pretty sure that you have a 60.1mm hub bore and the TL has 64.1mm - the wheels do not properly fit the hub. A set of hub-centric rings in the appropriate size may help with your problem.

OK a quick google showed me a lot of places to buy one. I just need to confirm which size I need.

Double check before you order, but I am guessing 64.1mm outer diameter and 60.1mm inner diameter.

Yep, and less common but still possible is clearance for brakes (i.e. you can't put 15" wheels on a Speed3).
