Whats better. TV Out, or a VGA to TV converter?

I've been in tech classes where they have the computer displayed on a TV screen using a converter/adapter from the 15 pin vga.

Is that a better option than the TV out on a vid card?

What kind of converter? 15-Pin VGA (DSUB15) to Component (3-BNC, YPbPr)? If so, that's way better than s-video out of a video card.

a lot of tv's now come equipped with VGA in...my RCA 52" HD set did...I just plug my vga in and I am all set!

Do these converters work with all graphics cards? Are there any converters that allow a single head graphics card to have both a monitor and a SVideo plugged in?

Does anyone know how to built a 15 pin VGA to TV converter?
I know that Infocus and other projectors use them so it must be possible to radio shack one together :)
