I owned a 2002 Chrysler Sebring convertible for almost four years. I drove it from 45,000 to 118,000 miles. It was comfortable and pleasant to drive. Mine had the 2.7 liter V6 and while I know lots of people have had oil sludge problems with that engine, I never did. In face at 118,000 miles, it didn't burn any oil and ran like a top. I liked the exhaust note when the top was down. I put $1000 into new struts and a tie rod end at 110,000 miles, and I had to put $1000 into a transmission problem around 80,000 miles, but other than that it was pretty trouble free.
These cars have no resale value at all. I think that you'd have a hard time finding one for $15k. They all seem to be cheaper than that. Even one year old Sebrings seem to be around $15k.
I can't say that I recommend the car just because of the oil sludge problem that some people have, but if you find a good one, it will be a pretty good car for you for a while.
