Drugs. It's criminalized social issue, but it is a social issue. You shouldn't have any trouble with propagandizing that, though you might have trouble doing it in a way that's not already been done before.

Poverty and hunger. Education, especially public education in low-income areas. Teen pregnancy, sex education, abortion, etc.
