What's a good incoming (pop3) email provider?

Our outgoing email is provided through our ISP. No problems there. The thing is is that they don't have any incoming mail servers, so I setup 15 emails account with Network Solutions. Their mail servers have been really crappy over the past few months. The delays are crazy. We send messages in the morning and others don't get them until the afternoon or next day!

Can anyone recommend any good providers that offer incoming mail servers? We pay about $20/year for each account and want to keep it in that price range (or below).

I'm sick of the delays. I need something that is instant.

I was thinking about that. Never done it before though. I'd have to do it on a trial...I'll consider it.
