Lets me restrict who gets access to what folders and programs that can eb run on my pc? Perferably free would be cool. Thanks.

I think you can do that it Windows. You can sets accounts, restrictions, and preferences and you can get a logon screen that pops up when you start Windows. (You probably already have a windows logon.)
