What's a good file recovery program?

I know I can find tons of them if I google, but lot of them are scams, or false advertising, they say they're free then they expect you to pay to actually restore.

Looking for something free that will work on FAT32 and NTFS. It does not HAVE to run on windows, I'm open to something that runs on Linux, in fact my preferred choice would be something command line Linux that way I can hookup a drive to my Linux server and do a recovery that way.

Someone I know just accidentally deleted a bunch of files, and of course had no backups. so I'm hoping to help them, and figured it's probably something good to have handy anyway.

Recurva is good... it's by Priform, the folks that make CCleaner and it's free.
