How about the airports you have to build that have perma-crime.

Crash bugs, traffic routing... seemingly completely random subway and bus stop use.

Capitalism 2 is the best business sim / city sim. I bought it, yet I play mainly the content in the Demo over and over. The only difference between the full game and the free demo is that the demo is limited to one scenario, you can still play even after you win and there is no expiration:
