What's a good CD rip / format converter app for Windows 7

Our church has a windows 7 PC, and occasionally we need to convert a file from wav to mp3 or vise versa, and also sometimes we need to rip a CD.

At home I use an app called DBpowerAmp which does both, but I tried it on windows 7 and it does not work very well. Anyone know of another app that will do these two things (or two separate apps) that is also free?

I know I can find a billion of these if I google it, but it's full of crap out there, so I want a recommendation from someone who has actually tried one and can confirm that it's really free, and has no spyware.
 
+1 for EAC. I also use Foobar2000 for my transcodes but almost anything that can use LAME would work fine.
