Whats a decent offer for a small personal domain name?

I was looking up bobscott.com and its currently taken by someone who shares my name. He has the domain through 2010 and will probably renew. Anyways I asked him if he actively uses it through email and said that he does use it frequently, although everything has a price.

Anyways, I don't know what a domain's value is these days, but its not like I'm purchasing it for business purposes.

Thats in the ballpark of what I was considering to offer. Btw, I already own Tallbill.com and currently don't even use it. I just feel that it would be cool to own the domain for my name.
