What's a "Cable SIM"?

Just had internet put in in my apartment on Saturday, and while talking/helping the tech get everything wired up (he had to make heads&tails of the existing wiring), he mentioned something about a "cable SIM", which after the fact he ended up putting right inline with the modem.

I've never heard of such a thing before - all it looks like it a small cylindrical coax coupler. Honestly it looks more like an RF filter they put on the line at the pole or junction box to keep you from getting... well anyway...

Can anyone tell me what said "cable SIM" is? Google didn't come up with anything useful.

I imagine it's like a phone SIM? Contains the keys and authorization necessary to let you use the internet and cable?

That's what I'd assume, but the only thing at this point I see about it is a WIPO patent application.

the installer is either stupid of full of shit.

are there any markings on it?
you'd think there would have to be a serial number on the outside if it's some sort of a SIM.

You win. Your prize is free basic analog service after removing said filter (which is obviously causing interference on your line), and was not installed in the cable company's on-premise lockbox.
