Neither. Since 0 and 1 don't have any letters, you can't make any word or phrase out of the phone number.

The first one since it is easier to dial (the 0 on the typical phone is relatively far from the 1).

I believe phone numbers shouldn't have zeros in them. 20ish years ago, all of the phones in my house had trouble dialing zeros, thus I have a bias against them. Thus, 765-4321 is better.
