Whatever happened to the 9700 to 9800 softmod?

Different core architecture, so I don't think there ever was one. There were 9500 -> 9700 and 9800 pro to 9800 xt mods.
 
I dont think it existed, there was a 9500NP>9700 and 9800np>9800P (just by overclocking) and a 9800P>XT mod if it used the new r360 core, the old r350 wouldnt mod.
