I couldnt find parking near my apartment complex, it was raining. I parked a block away as I was walking home, I saw elderly guy fall right infront of the door. No one who passed by attempted to pick him up. I hardly was able to pick him up. He seemed only to have bleeding nose, I offered to call ambulance but he refused. I smelled alcohol on him. My mother in law told me i shouldnt touch him.

Now that we have that out of the way, I think your mother-in-law is right, but more for reason #2 than reason #1 IMHO 🙂
 
Well you may not want to pick them up because they may have neck back injuries and that would not help. In that case you should call an ambulence.
 
but i knew he didnt get into an accident, i saw him simply trip due to rain and didnt have energy to get up due to age
