I'm not sure if I wouldn't assume that someone with 43k in their purse was probably insanely loaded, and wouldn't miss that much money. I know my first thought wouldn't be that this was someone's life savings they just carried around in a purse. I would probably return the money though, I'd dig through the wallet, find the ID, and go from there.
