I don't think most people would do anything. But when you are in the situation it makes you wonder...

people that dont carry guns will probably gasp, look around and think about calling the cops on him, some will tell others he has a gun and people that carry guns will keep their mouths shut and eyes open in case he starts getting aggro.

if the kid was just trying to get off the train, quiet and dropped it, is a huge difference from waving it around and threatening people with it. different situations call for different reactions.

im a gun owner/ carrier, i would have not reacted at all, until he tried to make it an issue.

Carrying a gun legally in California is damned near impossible.
 
In case of a book:
Pick up the book and say, "hey man, you dropped this and hand it back to him."

In case of a gun:
Pick up the gun and say, "hey man, you dropped this and hand it back to him."

edit: assuming he didn't notice that he dropped it.
