I was at work yesterday afternoon and out the window I could see these two 12-13 year old girls dancing like strippers. I watched them for about a minute but then started to feel like a perv.

Is it ok to look, as long as you don't touch?
 
Would I look? Hell yes...with binoculars...😛

Would I feel like I was a pedo? Perhaps...but I'd still enjoiy the show.
 
Then if they actually *look* 13 its perverted. Unless they are very well developed (in which case it's still wrong but I'd probably look as well), but in general I don't associate 13 year olds with being well developed.

What do you mean by "dancing like strippers"? Were they doing the whole stripper pole thing and flinging their legs open while taking clothes off? Or were they just, well, dancing?

When the high school cheerleaders do their car wash fund raisers during the summer at a nearby gas station they'll always be out on the sidewalk "drawing in" customers and learning how the world really works. I usually just laugh at all the 60+ year old guys oogling them to feel better about myself having to consciously try to ignore them.
 
You could have looked and done whatever you wanted right up until you posted it on the internet. Guberment is probably surveying you now...
