Does not our history over and over set this precedent that a country's leader is responsible for the actions of his underlings? Bush is the head of the armed forces therefore he is ultimately responsible.
Those people you mentioned can be proven to have directly oredered and sanctioned the actions listed. I don't think you can say that of the President. By all accounts he has little to do with the details of the occupation of Iraq as he should.
The most direct involvement I can find was the recent decision not to invade Fallujah, where it was the president himself who gave the order not to take the city.

Actually they make you aware of how sick you were made to feel as a child about yourself when you were treated as you now threat them.
