What would make a CPU fan spin too slow???

Ive had two processors with two different fans on an Intel P4 retail of course. Both of the processors fans can only spin up to 2000 rpm....where it used to spin around 3000-3500. The temporature warning keeps going off too. Ive tried two different motherboards too..... Also I ended up with a bad stick of RAM all of the sudden!. Could this be my power supply???? Would it cause the CPU fan attached to the motherboard to spin so slow and kill the RAM from incorrect voltages going throughout the mobo?

These are clean and brand new. Fan spins slowly hooked to both motherboards and two different fans in fact. Same power supply though....but still would that cause the CPU fan hooked to the mobo to spin slowly?

Also....2000 RPM is slow for a CPU fan right? How much should voltages change on a power supply? The voltages bounce around a few points constantly. 2.5 - 2.45 - 2.52

All of them, but by just a small amount. 3.3 volt - 3.35 - 3.28. I tested it out last night and let it go for 8 hours. It only got up to 52c on the CPU. The fan still turned from 2100-2280 RPMs though and kept causing the alarm to go off. I finally figured out how to turn it off in the windows monitoring app. My other motherboard does the same thing though. Alarm goes off for the CPU fan but I don't see a way of turning it off though. :/
Two mobo's....two CPUs with their retail fans. Spinning tooo slow and a dead stick of RAM. Thats why im concerned about my power.
