What would cause a constant "humming" sound?

Not the fans, and I don't think it's the hard drives. Kind of a high pitched whine. It sounds like it might be the motherboard itself, but can't exactly pinpoint it. Mobo is MSI K8MM3-V Via Socket 754.

Some PSUs are known to do that: please list all your system components.

It is Antec PSUs that have had the noise problem. Get/borrow a mechanics stethoscope - pinpoint the source pretty quickly.

I'd say the PSU would be the main culprit here. Sometimes it can be caused by a grounding fault with the motherboard. Check to see everything is seated properly, because I remember on one build, the computer would boot, but had this strange sound coming from the PSU. I pulled everything out and put it all back in making sure the mobo contacts on the standoffs were right, and the problem was solved.

Unit 3000-21 makes a humming sound when its circuits duplicate emotions. Maybe that's it?
