Since it can't really penetrate anything, I'd discharge it in a room with a nice balance of gas fumes (from the cracked gas main of the building) and air in a Chinese Military Facility. After they declare war on the USA and start WW3 due to this "American Attack", I think there'd be a lot of costs (human and money).
