What if temps were completely taken out of the equasion, what would the highest safe voltage be before electromigration begins to occur?

He's doesnt talk about any specific cpu but he describes in detail what processes occur when too much voltage is applied, and the damage it causes. Sadly there's no magic formula to say where the limit is but he does say that the life of a processor decreases exponetially with increases in voltage.

I personally would not go beyond 1.55v. The only people I have seen above 1.6v are using phase change (refridgerated) cooling or high-end water cooling. On the temps side, I would always aim to be below 55C after an extended period of full load. Above that, things seem to get unstable very quickly.
