in my opinion there are two aspects of the Proportional response.

1. Justice. Whoever did this must be brought to justice. they must be caught and they must be killed.

2. They must be made an example of.

How soon we forget, It's very possible that the fact that we didn't capture hussein encouraged this type of attack. we have to make it very clear the extent of american resolve. we must make the person responsible and anyone who aided in any way pay for this crime. it's not just about justice, it is about payback and setting an example. Our response must be sooo overwhelming that anyone thinking of doing something like this again will think twice.

well if you want eye for an eye, i guess we could fly a few planes into their buildings. but i dont' think that's going to happen.... i think we should just get the people responsible and try them in a court of law.

Oh please... you're naive if you think you can just go in and arrest the people responsible. And you're even more naive if you think this will solve anything. It hasn't worked for England against the IRA, or Israel against the PLA, what makes you think it will work for the USA?

These terrorist groups are NOTHING without the support of the public. So what you need is to make the public absolutely abhor the idea of terrorism... and the only way to do that is to threaten the very existence of their civilization. As i said in another post, the only thing that kept the US and the Soviets from attacking each other was Mutually Agreed Destruction. Nobody will attack anybody else if their very society is on the verge of being annihilated if they do.

Panic finally you have got to the crux of the problem!
This is not a nation vs nation encounter it is a micro army inflicting collateral damage.
How do you stop a Mcvey or tiny irrational group??
This is the puzzle that will have to be weighed out. Although I'm against the "Nuking option" you guys crack me up. I'm not against creating a political vacuum and see what fills the void. dictators and despots stay in power cause they rule with fear. Eliminate the fear and hopfully something better can fill the void if not start again.

why are all you people talking about innocent civilians being killed missing the simple fact that if those civilians were giving a gun and the chance to kill any one of us, they would without even a second thought. The worst part is that most of these civilians are being provided weapons and are just waiting for the first chance they get to kill a "US pig".

I would like to see the party responsible imprisoned in solitary confinement for life and if they have any assets, those seized, liquidated and distributed to the victims. Of course, I don't think this is very realistic, but your thread doesn't ask for a realistic response.

maybe you're right. but i don't believe your solution of bullying a nation is going to work either, nor is it an acceptable solution. it has been mentioned that the citizens don't care much for the taliban. i'm not sure if this is true, but if it is, then i don't see how threatening the citizens would help much. the whole thing has the potential to backfire and just create an even stronger anti-american sentiment. you bring up the ira... england has tried to strike fear into the irish and all that does is make the ira even stronger. put yourself in their shoes... i don't think you would like being bullied either. i think it's more likely to create resentment than fear.

reduce their rubble to dust.

sweep the dust away.

Remember all those entangling alliances that got everyone into the first two world wars? It looks like something similar could happen because we have the support of the 19 NATO member countries in any response the U.S. chooses to take. I, for one, am glad to see a united world front against terrorism.

Bush gets strong support from Congress, NATO

As one official put it: "A hit for one is a hit for all."

By invoking Article Five, NATO members agreed to aid the United States in any response it may make to the attacks.
