Other than the Power profile.
Clean Windows 10 Pro x64 installation. CPU core(s) boosted properly after installation, but then I made some changes via gpedit and now clocks don't go past 4.3.
I have a habit of going too far in streamlining my OS which is partly why I had to reinstall, but I have only disabled a few things (messenger, sensors, tracking and telemetry), none of which I can see affecting the CPU.
